All Americans' prosperity is riding on the willingness of the National Commission on Fiscal Responsibility and Reform's willingness to strongly recommend to the President and Congress that they end a pattern of gross fiscal misconduct that stretches back 30 years or more, with only a few bright spots.

Congress and presidents need to be reacquainted with the art of taxation. "The art of taxation is like that of plucking a goose. The objective is to get as many feathers as possible, with a minimum of honking and biting" (Justice Benjamin Cardozo).

Toward that end, STAFS has submitted to the National Commission 73 ideas for consideration in the following 11 areas:
  1. Employer payroll taxation - 5 ideas

  2. Social Security - 5 ideas

  3. Health Care - 9 ideas

  4. Create paths toward a balanced budget - 5 ideas

  5. Individual income tax - 9 ideas

  6. Corporate income tax - 10 ideas

  7. New taxes and new rates on old ones - 8 ideas

  8. Help the environment while solving the deficit problem - 3 ideas

  9. Assist the states - 7 ideas

  10. Internationalize business taxation - 9 ideas

  11. Change roles of tax preparers and auditors - 3 ideas
